Response of the State Secretary Marit Berger Røsland regarding Norway's policy on economical restrictions

7Chair of the Board of the Norwegian-Russian Chamber of Commerce Liv Monica Stubholt discussed practical aspects of the sanctions in her article published in Aftenposten on 18 April 2017. Marit Berger Røsland, State Secretary in the Ministry of Foreign Affairs, has replied to Liv Monica in her comment published on the Government's website on 25 April 2017.

"Russia holds the key to a solution to the conflict in the Ukraine and to a reduction of the restrictive measures", writes State Secretary Marit Berger Røsland in her response to the Chairwoman of the Norwegian-Russian Chamber of Commerce. "Norway has sanctions and restrictive measures against 25 different countries today. Targeted economic sanctions and measures have become a more common instrument when the international community is to deal with threats to peace, security and justice. For a small country with an open economy, this is very important", explains State Secretary.

Not applicable to abolish sanctions against Russia now

"Not applicable to abolish sanctions against Russia now. Even though there is business circles' dissatisfaction" - this is what Norway’s Minister of Industry and Trade Monica Mæland says during her visit to Moscow on 20 April 2017.

But there is hardly any doubt that Monica Mæland's visit to Moscow in connection with the reunification of the Norwegian-Russian Economic Commission is the most visible sign that the links between the two lanes are slowly moving back to normal.

The Norwegian-Russian Commission for Economic Cooperation met in Moscow on Thursday 20 April, for the first time in almost four years. At the same time, the government and Norwegian industry argue about the sanction policy that Norway is involved with in Russia.

Now Norwegian politicians are now on their way back to Russia. Fisheries Minister Per Sandberg attended a fisheries conference in St. Petersburg in June 2016, and at the end of March 2017 Norwegian Minister of Foreign Affairs Børge Brende met his Russian colleague Sergei Lavrov in Arkhangelsk on the occasion of a conference on the Arctic.

"Restrictions are usually introduced as preventive measures (for example, against money laundering, corruption, terrorism financing). Trade sanctions, however, create a tension for both the authorities and the business community as they restrict something we all basically want more of, namely trade" - writes Liv Monica Stubholt, partner at the law firm Selmer and NRCC's President, in today's Aftenposten.
