On April 5-6, the High North Center for Business and Governance at the Nord University Business School invites you to participate in the High North Dialogue 2017. The theme of this year’s conference is Innovations in the Arctic.

For thousands of years, humans have braved the harsh conditions of the Arctic and found their home and means of subsistence in the circumpolar north. The Arctic region with its rich resources has long been a source of industry, trade and value creation, ranging from centuries of whaling to modern-day high tech data centers. The Arctic has seen industries rise and fall, and the people living in the region have adapted accordingly. Today, almost four million people live above the Arctic Circle. It’s a region of great diversity, faced with great changes. New ideas, innovation and entrepreneurship is key to assuring thriving communities and value creation in the North.

On April 5 – 6, 2017, we invite you to join us for two days dedicated to innovations in the Arctic: The High North Dialogue Conference 2017.

Since 2007, the High North Dialogue conference series have brought together Arctic leaders – present and future – to discuss the dimensions of the changes taking place in the Arctic. Set in Bodø – the second largest community in North Norway and gateway to Lofoten – the High North Dialogue 2017 will provide you with a different perspective on the future of the Arctic.

Russia will host the 4th International Arctic Forum, the theme for which is "The Arctic: Territory of Dialogue" at the Lomonosov Northern (Arctic) Federal University, Archangelsk. 

The ‘Arctic: Territory of Dialogue’ 4th International Arctic Forum Exhibition is a professional platform for presenting Arctic projects, engaging in constructive dialogue, sharing experience, identifying solutions, and consolidating the efforts of the scientific community, business, government, and civil society, with the aim of developing the Arctic carefully and responsibly.

The decision about this international Arctic Forum was announced by the Russian Deputy Prime Minister Dmitry Rogozin at the conference International Cooperation in the Arctic: New Challenges and Vectors of Development. 

"We've decided to hold the Arctic — Territory of Dialogue International Forum in Arkhangelsk on March 29-30, 2017. The forum is traditionally attended by Russian President Vladimir Putin," the Deputy Prime Minister said. It is not coincidence that the two-day event will take place in Arkhangelsk, located near the White Sea in Russia’s northwestern Arctic corner. The event receives direct support from the Government of the Russian Federation.

V Murmansk International Business Week (MIBW) to be held on November 14-18, 2016

Business week 2016The Government of the Murmansk region invites partners to the V Murmansk International Business Week (MIBW). The event will be held on November 14-18, 2016. It is a part of the calendar of the Russian Chairmanship in the Barents Euro-Arctic Council in 2015-2017. The V MIBW program includes a number of activities aimed at the development of interregional and international cooperation, business and entrepreneurship, support for science and education.

The central event will be the V MIBW plenary session "Arctic course". The prospects of development of international and cross-border cooperation in the Arctic, the draft federal law "On the development of the Arctic area of the Russian Federation" will be discussed within the plenary session.

The participants are representatives of the Arctic Council countries, the regions of Arctic area of the Russian Federation, the federal bodies of executive power of the Russian Federation and foreign partners interested in project development in the Arctic region.

Russian Legal Alert "Import substitution of software for public needs" / Новости Российского Законодательства "Импортзамещение программного обеспечения для государственных нужд" 

The Government of the Russian Federation adopted Order No. 1236 (Order) on November 16 in order to launch the state’s import substitution policy, now regarding foreign software. The Order has implemented the rules for forming the Unified Register of Russian Software and Databases. As a general rule, software (databases), which does not meet the requirements established by the law and is not in the Register, is not allowed to participate in public procurement procedures.
 

In particular, according to the Order, foreign software may be purchased for public needs if:

  • The Register has no record of software of the same kind as that required for public procurement.
  • The Register contains data on software of the same kind as that required for public procurement, but the technical characteristics of the software from the Registry do not correspond to the prescribed technical requirements.
